Oxford Town Hall needed a clear, accurate understanding of its fabric.
Oxford City Council wanted a digital record that reflected the building as it stands today — something reliable enough to guide maintenance, refurbishment and future use for years to come.
Creating clarity from complexity
We brought together our building surveying and geospatial specialists to capture the Town Hall in careful, measured detail. A full laser scan survey was carried out using high-resolution Leica technology, supported by a comprehensive condition survey built around a 30-year planned maintenance view.
The Town Hall remained open throughout, which meant working around live events and public access. Our flexible methodology let us return to restricted spaces and quietly fold new data into the model without disruption. Every part of the building was recorded — from its grand public rooms to the tight, intricate spaces tucked out of sight.
Using the scan data, we created a detailed Level 3 BIM Revit model with condition and maintenance information embedded directly within it. Scattered records became one coordinated, easy to use system.

The Council now has a highly accurate 3D model that acts as a single source of truth.
All survey data, condition information and maintenance planning insights sit together, ready to be drawn on for refurbishment projects, capital works or day-to-day management. The model also supports marketing material and visual content, giving the Town Hall a digital presence that feels true to its character.

This digital twin helps the Council make smarter decisions about a complex, historic asset. It saves time, reduces risk and provides clarity for future planning. And because the model can be updated as the building evolves, it supports a long-term, future-ready approach to managing one of Oxford’s most important civic spaces.
