Transport planning

Movement shapes how places function. Our transport planning team provides strategic advice that supports sustainable growth, unlocks development and strengthens local plan evidence.

Movement integrated from the start

Working across the public and private sectors, we develop transport strategies, assess impacts and plan and design infrastructure that is safe, efficient and aligned with policy objectives. By integrating transport thinking early, we help demonstrate viability, reduce risk and support confident decision‑making.

We work closely with planning and design consultants, engineers, cost managers and sustainability teams, aligning movement strategy, land use and delivery from the start.

  • Local plans and transport strategy

We prepare local plan transport evidence, strategic transport assessments and local transport plans to support growth strategies. Our work includes baseline studies, scenario testing and option appraisal, assessing accessibility, congestion, safety, carbon and network performance.

We support authorities and promoters through site promotion, policy development and examination in public, providing clear transport strategies that guide sustainable growth and withstand scrutiny.

  • Development support

Transport is often critical to whether development can progress. We provide site appraisals, feasibility studies and early visioning to assess connectivity and test development options at the outset.

Our team prepares transport assessments, transport statements and travel plans, coordinates stakeholder engagement and supports planning applications through to consent. Following approval, we advise on condition discharge, section 106 and section 278 agreements, construction traffic management plans and operational travel planning to ensure schemes function effectively.

  • Transport infrastructure planning and design

We undertake options assessment, feasibility studies and concept design for highways, active travel and public transport schemes. Our work follows proportionate transport analysis guidance (TAG) principles and includes appraisal, cost estimation, risk assessment and funding support.

We also support Nationally Significant Infrastructure Projects (NSIP) and Development Consent Orders (DCO), providing technical review, strategic advice and representation where required.

  • Transport modelling

We carry out strategic and microsimulation modelling at regional, corridor and junction level, using industry‑leading tools including PTV Visum, Vissim and Viswalk. Our analysis is vital for demonstrating the impacts of development, infrastructure and policy scenarios across all modes.

Our modelling expertise includes junction capacity assessment, pedestrian and cycle modelling, multi‑modal analysis and support for local plans and business cases. By testing future scenarios, we provide evidence that is robust, proportionate and defensible.

  • Geographic information systems (GIS) and data analytics

Using GIS and spatial analysis, we assess connectivity, accessibility and the relationship between development and key services. We produce clear graphical outputs and bespoke tools that help identify suitable development locations and test sustainable travel opportunities.

By combining open‑source data, modelling outputs and geospatial analysis, we provide visual evidence that supports planning, investment and infrastructure decisions.
