Project and programme delivery
Whitechapel Station, a major interchange for the Hammersmith & City, District and London Overground lines, required major underground works to integrate with the new Elizabeth Line – among Crossrail’s most complex central redevelopments.
The aim was to create a modern, efficient hub, complete with a new ticket hall, spacious concourse, access shafts to 240‑metre‑long platforms and public realm improvements.
Bringing clarity and momentum to design delivery
We provided project management support to help steer one of Crossrail’s most demanding design programmes, bringing structure, clarity and momentum to a fast-moving environment.
Working as part of the interdisciplinary engineering team, we led planning and programme controls across every phase of design delivery. Our job was to keep work aligned with the contractor’s programme and create a single, joined-up picture for Transport for London, London Underground, Network Rail and Crossrail – no small task on a project with this many moving parts.
Our team managed all NEC programme requirements, preparing the Clause 31, 32 and 60 submissions and tracking more than 700 change events. This helped keep the project steady and protected the client’s commercial position. When pace increased, we helped shift from a lump-sum contract to a more flexible cost reimbursable approach, giving the team breathing room to maintain progress.
We also broke the assurance process into manageable packages, making it easier to coordinate with procurement and construction timelines. Throughout, we resolved design constraints, streamlined inputs and gave the team the clarity they needed to move forward.
A clear path through complexity
With our support, the design team stayed coordinated and focused despite constant change. Early risk visibility helped keep milestones intact, while clear communication ensured everyone understood the commercial implications of design decisions. We also helped build a clear case for critical programme changes.
Setting a new standard for collaboration
Whitechapel Station now stands as a major gateway to East London and a vital part of the Elizabeth Line. Behind the scenes, our planning and programme management expertise helped turn an incredibly complex ambition into a working reality, supporting smoother journeys for millions of passengers and setting a benchmark for future infrastructure delivery.
